A Democratic watchdog group has accused Rudy Giuliani of money laundering and breaking campaign-finance laws in an attempt to change California's system of awarding electoral votes. The sole donor to a group called Take Initiative America was top Giuliani adviser Paul Singer, according to a Federal Election Commission complaint filed yesterday, the LA Daily News reports.

The initiative would have revamped California's winner-take-all system, in effect awarding the GOP some 20 electoral votes. Because the law bans individuals from donating more than $3,200 to a candidate, Singer's $175,000 contribution raised a red flag. "In California, that's considered money laundering," said the lawyer who filed the FEC complaint.
