Luis Moreno-Ocampo had accused Gadhafi’s troops of the rapes previously, but had not yet determined who organized them. Now he says Gadhafi made the decision and that authorities then bought "containers" of "Viagra-type" drugs to help his troops along. Based on the new information, Moreno-Ocampo may ask to add a new charge of mass rape against Gadhafi, the Telegraph reports.
